About the Role:
The Education and Labor Cabinet aims to educate, prepare, and train Kentucky’s workforce. The Graduate Accountant II position, located within the Office of Administrative Services, Division of Fiscal Management, Reconciliations Section, plays a crucial role in maintaining and overseeing complex accounting records and financial management systems.
Key Responsibilities:
- Accounting Duties: Apply accounting principles, methods, and procedures in maintaining complex accounting records.
- Technical Expertise: Provide technical expertise and historical information to aid management decision-making.
- Financial Records: Oversee the preparation and maintenance of accounts receivable and payable records.
- Monitoring and Auditing: Monitor and audit expenditures and revenues to ensure accuracy.
- eMARS Financial Reports: Prepare and maintain eMARS financial reports.
- Internal Transactions: Prepare monthly Internal Transactions Initiators, Agreements, and Exchange Transactions, ensuring compliance with budgetary constraints.
- Cash Receipts and Disbursements: Oversee accounting of cash receipts and manual disbursements, applying Cabinet-level approval.
- Research and Reporting: Research complex accounting matters and prepare financial reports.
- Technical Assistance: Correct rejected eMARS documents and provide technical assistance.
- Fiscal Advice: Advise management on fiscal matters and assist in policy and procedure formulation.
- Review and Reimbursements: Review Commonwealth of Technology (COT) billings, Fleet receipts, and travel reimbursements.
Preferred Skills:
- Excellent communication, problem-solving, and analytical skills.
- Day-to-day accounting skills including projections, forecasting, and fiscal analysis.
- Ability to work independently and within a team.
- Proficiency in Excel (pivot tables, creating formulas, and charts).
- Excellent interpersonal skills.
- Extensive eMARS experience, including creating Journal Voucher (JV) documents and reporting.
Minimum Requirements:
- Education: Bachelor’s degree with at least 20 semester hours or 30 quarter hours in accounting.
- Experience: One year of professional accounting experience.
- Substitutions:
- Professional experience in Kentucky State Government accounting can substitute for education on a year-for-year basis.
- No substitute education for experience.

Probationary Period:
- 6 months initial and promotional probationary period, except as provided in KRS 18A.111.
